    Based off in-movie feats I'd have to go with Clubber Lang. Drago's sole claim to fame was killing a long retired Apollo Creed in an exhibition match and them getting knocked out by a retired Balboa. Lang KO'd a prime champion Balboa in only 2 rounds, only man to ever stop Rocky.
