What an awful fight this would be to watch. Two fat defensive minded heavies. Toney was awesome in the Holyfield fight, I'd say he edges Byrd.
I voted for draw - whatever it is, it will be an ugly, controversial decision. For example, Chris fans will say he won with his pitter patter punches, and Toney fans will say he won with his slightly harder but less frequent punching.
Byrd would be faster, more mobile and for once have size and reach advantage. He'd also have a higher work rate. Toney would look quite ineffective. Even when he was younger, Toney never looked good against people who would not "fight" him. A good mover is the antidote to to Toney's game. Byrd wins by UD. (We should also note that with Byrd rep as a light hitter James would not train for this fight. You KNOW he won't. Toney does not even train good enough for dangerous opponents.)
Byrd is faster, a bit more energitic. Toney hits harder and is more experienced. Both guys have decent chins, f*ck it I'll go with a Draw.
Toney in 1993 was considerably more skilled than Byrd, and closer to a weight that he could effectively box. Toney would have won a decision.
