I was thinking that while Argentina has by far the bigger names on most pound-for-pound lists, Japan might have more per capita world class fighters that have left a mark, while not having the huge standout (with the possible exception of Harada).......sort of level-loading, if you will.

I think this list shows that talent-wise, it's very close, but when you add in the achievements of the said fighters, it's hard to go past the Argentinians. More a reflection of the weight divisions they fought in and the historical period in which they fought than anything else imo.
