He didn't need to petition because the contract stipulation for the bout was the winner beginning negotiations with the title holder. Ennis won his eliminator which made him the MANDATORY. Which means the only way he was going to get his title shot is if he petitioned to fight for that title. He didn't petition to fight for that title until October 20th of 2022.... One week after it was reported that Keith Thurman petitioned to fight Spence. 5 MONTHS after he beat Clayton in the eliminator bout.
