Could Leon Spinks and Ken Norton have beaten these 2 tough somewhat underrated heavies?

I don't know anything about Roy Williams, but from what I've heard Jeff Merritt had hellacious power, particularly in his left mitt if I'm remembering correctly. He would swing that left hook/uppercut like he was wielding a machete.

Merritt broke Shavers' jaw in sparring, right? Yike! He also sent Ernie Terrell into permanent retirement and chopped Ron Stander to bits as well. Unfortunately drug abuse put him into a personal and professional tailspin.

I think Spinks would be target practice for Merritt.

Ernie Terrell was totally shot when Merritt beat him. Merritt accomplished very very little in the ring for all of the accolades hes given and the "what ifs" around his career. Ken Norton (who I think is ridiculously overrated and nowhere near deserving of his HOF induction) was way more proven and barring a lucky punch would have beaten Merritt. Id pick Norton against Williams as well.
