I'm sure that Joe would be a very tricky and worthy opponent for Muhammad. Ali would eventually catch up with his man and stop him before the end but it would be a very good technical battle until then.
I think pre-exile Ali is just too fast of hand, foot and reflex to be bothered much by Joe — circling around him, in with a flurry and back out; repeat. You can find some very good 1970s versions of Ali who would have some trouble, though. And it all depends on what Walcott shows up, too. He was wildly inconsistent. I’m not sure it could be honestly said that he ever had a prime.
Even though Muhammad Ali is leagues better than Joe Walcott, I can see some stylistic issues which would make it a hard night for the greatest. Walcott’s feints and quick left hooks would Be an issue. Ultimately Muhammad prevails in the end I believe
I think Joe would surprise Ali at times, nailing him with the left, the showboating would maybe unerve him too. If this is Walcott at his best then I see losing a slim Decision.

Walcott's style would be frustrating but only for a moment, the guy who lost 3 fights to Ezzard Charles ain't beating Ali. Joe would be lucky to hear the judges.
