There should'nt be any cutoff dates is the point Lance.
The initial excuse by Pacquiao was that he would'nt test on the day of the fight. Mayweather said fine.
From the very beggining Mayweather was fine with not testing on the day of the fight, only after the fight on that day.
Then Pacquiao was'nt ok with 3 days out......5 days out, 10 days out, 14 days out.....
Pacquiao finally countered with an offer of 21 days out.

Rememeber Lance the day Arum announced the Pac-Clottey fight, Arum criticizing Mayweather because he said he was willing to do a 14 day window?
Arum response to the media was, "now he agrees to a 14 day window, after we've allready have a signed contract with Clottey. Mayweather is playing games."

The next day, the arbitrator held a news conference because during the arbitration hearings to see if they can work out a deal, both sides agreed not to slander or spew lies against the other.
On that day, the arbitrator who is neutral confirmed Arum was lying and that indeed Mayweather's side was fine with a 14 day window but was rejected by Pacquiao's side. lol:

 

The mediator said nothing like that the day after. All he said was both sides could not agree.

Pac lowered his demand from 30 to 24 on the cutoff for the random blood testing, Schaeffer and Haymon agreed but Floyd wouldn't sign on. Experts were brought in to explain and allay Floyd's fear but he still didn't want to sign on.

Stipulating cutoff dates is refusing testing, so its very much in the context of what we're talking about.
