At 168lbs he beats them all.
175lbs, only Kov stands a chance, a punchers chance.
Kov's weakness is his skin. Joe would slice & dice Kov's face up the longer the fight lasted.
They're evenly matched, the cards would most likely be a close contest before cuts started to ruin Kov's gameplan.
After that happens(it would 100%) Joe will win the remaining rds with his superior stamina(Kov's stamina is still untested. Chasing defensive boxers doesn't showcase your stamina) & Kov inability to see(from the cuts)

this is basically joe against the prime elite.

The only evidence we have is injured Kessler fight and perhaps drawing with reid. Some of the list have shown superlative evidence of being better than these. As joe topped out at postprime reid, and some of these are better than Reid, then its sound to suggest these will beat joe.

to be fair, kessler was a tough fight, despite Kessler being injured.

and bika too, although bika was a very basic tv show boxer, he is also very spirited and extremely tough which kinda makes up for his obvious deficiencies in skill. His spirit and toughness helped him win a world title at one point, though he of course showed his tv show roots by losing it straight away.

those two were definitely tough fights.

Hopkins was a tough fight too wth joe losing initially until Hopkins gassed. However my suspicion is that Joe thought Hopkins had become easy meat and an easy fight at age 42 (pretty much everyone in the world is at that age) so this kind of fits the equartion that joe didn't want tough fights, because he perceived Hopkins as an easy option mistakenly.

    They both have high output.
Its been shown a high percentage of punches to Kov will cut him.
Now, stick the master of high-output in front of him, with better accuracy, speed, footwork, in and out movement than Clev.
    Kov's getting his face cut.

To be fair the cut Kovalev sustained against Cleverly was from a head clash.

Agnew cut his left eye in the fight.
"In the 6th, Agnew surprised Kovalev with a hard right hook that cut him on the side of his left eye."

Clev's jabs were hitting the mark early his Kov's face was getting redder, and redder.

think clev lands more than joe, andwith greater power probably.

but cal throws more certainly, he just misses a higher %
