In small weights, size matters, height and reach becomes more relevant - or you simply would move up in the smaller classes. However in heavyweight you don't need to think about taller competition. - thus legs becomes even more relevant.

He's not actually that top heavy seeing as he's at most 230 pounds at 6'7, he's simply not that big a boxer. His legs are ridiculous yes, but Wilder's upper body is too scrawny to be crowned the most top heavy boxer of all time. In fact I'd say Evander Holyfield was more top heavy because he was unlike Wilder, top heavy and heavily muscular. Wilder just has twigs for legs and a decent upperbody.
