How good was Chavez? He was phenomenal. One of the most complete fighters of his, or any other, generation. The man had so many strengths it's hard to single anything out, but I don't honestly think there has been a better composite puncher in history than JCC. In terms of shot variation, accuracy, and effectiveness, he had it all offensively. Underrated defensive abilities too. Julio knew how to limit the impact of his opponent's punches. Was he ever considered the best in the world? Absolutely. He was considered the best alongside the likes of Whitaker and Norris for a number of years during the late 80s, early 90s. Chavez may not have saw off any all-time greats during his time, but he fought and beat everyone in his weight class before age would catch up with him.
Take away all the cab drivers and Chavez has a respectable 25to30wins and 0losses record before the Whitaker fight JCC made money just staying active.
People will look at his record and say he didn't beat any greats, but I'll say this: the Meldrick Taylor Chavez beat was a level above anyone Mayweather has ever faced in terms of ability.
I was too young for the Chavez years, especially his prime years. However, he seemed to have fought everyone from 130 to 140 while he was in those divisions and beat everyone rather decisively.
Look at the early part of his career again and do a little research. The guy has some really underrated wins in there( Lockridge, Rosario, Mayweather I...).
