The various sanctioning bodies exist precisely because such things weren't happening in the first place though.

Yep. And look at the initial premise. Some one with lots of money would be buying to to make more money, not to satisfy some fans ideal of a perfectly honorable system.

No they are doing exactly what they were set up to do.

They weren't set up to correct the problem, just to make sure that more of the people who wanted a finger in the pie were able to get their slice.

Lets examine an example of what you're suggesting to highlight the problems.

Let's take the middleweight division. The proposal is to abolish all the belts and have one champion only. Presumably we couldn't take too long over this, so we'll assume a tournament to establish the champion, and take the top four from the Ring rankings as our contenders. That would be a fair way to do it? So we have a tournament to decide the champion. Three of our four contenders are based in Germany, which is also were the most interest in the fights would be. So, logically, your new 'based on what the fans want' organisation would choose to locate the fights were the most interest is, ie. in Germany.

Tell me why Kelly Pavlik would sign up to the idea when he would have to fight two matches in Germany for no more money than he would get for knocking over a couple of Lockett-style bums for his existing title in the US. If he won, then his reputation would be much enhanced in Germany, but probably not changed a great deal amonsgt his existing fanbase.
