Is this pre or post Hagler Mugabi? To my mind after Hagler, Mugabi lost a large chunk of his grit. At first glance, one ought to favour Mugabi. But, when we look at the details its not that clear cut. Ouma is fighting under different dehydration rules, ergo his 154 is significantly larger than Mugabi's 154. Second, Ouma is as tough as nails and fights well up close. He ate up a shellacking from Golovkin before crumbling so I'd say he could do the same against Mugabi. Mugabi never struck me as a particularly mobile boxer. He liked to trade and other fighters were able to suck up his space. Ouma was pretty good up close. I think Ouma is much more of a live dog in this than people might think.
