Kell's physique at 147lbs has always been suspect.

Now he is struggling to boil down to Welterweight he still wants advantages over Khan

He's not boiling down to welterweight any more. He's fighting at 154 now. He won a WBC Silver 154-lb title in March and he's currently scheduled to fight Brandon Cook at 154 later this month.

Will he have to vacate that strap for not being enrolled in VADA?

The fact that boxers can enrol and un-enrol in VADA testing is stupid, might as well not even test them. Fact is they need to tighten up their rules, maybe say that to be sanctioned for any WBC fight you must be enrolled for at least 12 consecutive months or the fight will not be sanctioned, so these suspect fighters can't get title shots.

good move by the WBC for once.
question is, would they have removed him if he was named Kell Brooquez?

It’s a system set up to be beaten by all who desire to edge the system.
I think it should be an automatic enrollment 6 months prior to any fight. That can almost be an impossible task these days based on the dragging of contracts but it’s better than giving the fighters an option

I think for UFC it's 6 months. You have to be enrolled for 6 months before you are eligible to fight. Even that can open loopholes for inactive fighters but over at the UFC things are a bit different than in boxing.
(Dana would kick you out if you stopped testing)
