Pavlik is the bigger draw because
1. He is more famous, has a better story, has fought more top fighters, is more exciting, has a dedicated fanbase; this means he will sell out the stadium and bring viewers.
2. He is the champ, and the champ should rule the roost out of principle.

It's as simple as that. Anything between a 50/50 and a 55/45 split is very fair, in my opinion.
