I just put this down to America's huge naievity in regards to drug abuse.

Cyclists get tested every single freaking day of the year, and you still get at least 15 a year trying to beat the system.

What's the number for boxers - as in guys, who get tested twice a year, and get told when the tests are going to be?

Most sports, that don't employ Olympic level testing, are full of drug pushers.
