One of the fastest today, perhaps. Meldrick Taylor and RJ were faster.

Good point about certain fighters being able to utilize their speed. When this comes to hand speed, I think some of it has to do with balance and technique as well. For instance, David Haye has a very fast right hand counter, very fast one-two, but he's not fast for more than that because of his balance and technique. He gets sloppy, loses his balance, and loses speed because of this.

On the other hand, other HWs Lennox Lewis and Tommy Morrison threw faster multi-punch combinations, because their balance and technique were better. Morrison would throw a very fast right-hook-to-the-body, right-uppercut-to-the-head combo (a la Mike Tyson), and sometimes even follow it up with a left hook to the head. Lennox Lewis did this also, particularly against Ray Mercer. People don't think of Lewis as a speedster, but I've seen him throw some pretty damn fast combinations. That left hook, straight right combo to open the 2nd round against Razor Ruddock was very fast. That right counter over the jab that initially dropped Razor was really fast too.

I've never seen anyone blow me away with the type of overall speed that RJJ had. Single shots, combinations, arm punches, shoeshines, shots with real leverage behind them, reflexes on both offense (countering) and defense, etc....

Jones still can't be too far off... the speed of that flurry he threw at Lacy off the ropes was absolutely ridiculous for a 40 yr old light heavyweight.

But yeah, Khan's got very fast hands especially for a guy that throws long straight punches most of the time. It's hard to tell how much he has behind his punches, the general consensus seems to switch between him being a shoeshiner and a having genuine pop pretty much every time the guy fights. Maybe the quickest guy in the sport today but he still doesn't even compare to someone like Mosley a few years.

Check the flurry at 2m30s to see what I mean.

Amir Khan is one of the quickest boxers of all time. His speed was blistering, Maidana who is fast himself couldn't catch Khan to land punches.

Meldrick Taylor, Prime Mayweather, Macho Camacho, Pacquiao at 130, Willie Pep, Sugar Ray Leonard, RJJ, Zab Judah in his prime

all faster hands than Khan and aside from Camacho all had better pop in their speed punches

Khan is fast, definitely not the fastest today and certainly no chance of being the fastest ever.

His power in those arm punches is very limited, the speed has got him plenty of TKO's but even his best power punches haven't earned him a proper KO yet.
