Simple answer: Both - clear out LWW then move up to WW and dominate. Its not an either / or kind of issue.
I would say he should stay at LWW until he fights Bradley/Alexander and maybe Ortiz. He definitely needs more experience until he goes up against the top Welterweights. But of course, if he does that he runs the risk of Pac and Floyd retiring by the time he's ready to move up... but that's better than him going up now and just losing to Pac and Floyd.
He should stay at light welter have these fights there: prescott rematch- bradley/alexander winer, Maidana rematch in 2011. in 2012 either fight ortiz at 140 or a paper beltholder at 147, then in the summer floyd mayweather jr.
