Wlad went down to a knee, whether on his own or by a punch, there's a COUNT. Unless a fighter flat out tells the ref, HE QUITS.

Now, I said that my memory was perfectly clear but I do remember him on his knee looking as though he wanted to QUIT. Essentially, he did and later CLIAMED HE WAS DRUGGED.

No. Anybody in doubt youtube it. The ref waved the fight off after the round was finished because of how unresponsive Klitschko was. A count was not involved.
