Boxing has aways been a wide world sport, i had this debate some time ago and showed in the ranking that the numbers of fighters not from the US that were ranked by ring in 1997 isnt lower then those that are ranked now. The change has come at the very top, with weak American heavyweights and the retirement of Mayweather and the way that all the top American are really looking for huge paydays that mean they are fighting each other more often then use to be the case in the mid 1980's to the early 2000's. i think that it all started with the Oscar vs Tito fight were they saw how much money those guys got.
