That depends what kind of heavyweights are around. On the issue of what a modern Marciano might look like, I often thought that Bert Cooper might be a rough approximation.
I think Tony Tucker was certainly rated when Norris beat him. Also as the NABF heavyweight champion Norris defended that title successfully against Greg Page, Jesse Ferguson and Renaldo Snipes in the 1980s. I am certain the NABF title stipulation was that challengers must be within the lower half of the top ten of the IBF ratings. So that’s decent wins. Oliver McCall was close to being rated in 1990 when Norris beat him because in his next fight Oliver beat unbeaten Bruce Seldon who was 18-0. Many years later beating Pele Reid got Norris a fight with Tyson so that must have gotten him some kind of rating. But I submitted these fighters simply because you asked if ever there were examples of men that size who could compete in modern eras. I’m not championing anyone here. But if you want to take gratitude through eliminating them for not dominating the heavyweight division that wasn’t really what you asked.

No. I don’t think you can say that for all of them. Orlin started at heavyweight. Then he moved to cruiserweight. So he took weight off to become a cruiser. This is the opposite of not being able to control his eating. He had to control it in order to drop down! Then he moved back up. Then he went back down. This was only possible because of the time he fought. And Norris Fought at a good enough level in both divisions. i answered your question. Deal with it.
It was a disputed decision. Tucker did not win that fight with any real clarity. And that’s the honest truth. many thought Norris was the first guy to beat Tucker since Tyson had.
