Yes, dominance does count. Ali going the distance with people doesn't mean he wasn't dominant. Also, you don't count Sonny Liston has a great fighter? The Foreman that Ali dominated in Foreman's prime won the title in Lennox's division while in his forties. Let that help as a measuring stick.

I was using the same word that he used, but sure. Ali had a set strategy and carried it out before winning. He wasn't just absorbing punishment, either. He was landing sharp counters throughout.
Lennox should easily break into everybodys top 10 heavyweights without doubt. He beat everyone worth beating, unified and became undisputed, beat every man he has ever faced and retired as top dog. Great record.
No, Foreman only notable win was over 1 great fighter (Frazier) other than that there is almost nobody. Foreman defended his title by a staggering 2X then retired. Then returned in his 40s, fought 20 straight tomato cans (jacking up his KO%), lost to all good fighters he fought in the 90s except against galss chinned Moorer (who was shooling him until he landed a good punch). Foreman's competition is not even close to that of Ali/Lewis/Holyfield.
If your point is that his "chin" might let him down, then it is 100% relevant to your point. He relaxed and opened up against lesser fighters, leading to him getting hit more. He stayed focused and defensive against the more dangerous opponents. He would have beaten any version of Tyson IMO. The only difference would be whether it was by stoppage or on points.

Alright, so it's not impressive what he did in his comeback? A championship fight goes twelve rounds, so regardless of how Moorer was doing in the fight, Foreman knocked him out. Foreman got robbed against Shannon Briggs, and gave Holyfield a good fight. His record is impressive.
