That "honor" usually went to Cruiser, but that hasn't been so bad lately. Of course minimumweight takes the cake, for obvious reasons. But if you don't count them, I guess LHW is the worst at the moment.
I think a good way to tell if a division looks weak is to consider would the top boxers in that division lose to their counterparts in the division below, and for lhw, I would say yes.

Dawson- coming off dominant loss at 168 Hopkins- coming off decisive loss to Dawson Campillo- wrong side of February decision to Cloud, inactive since Cloud- right side of February decision to Campillo, inactive since Shumenov- inactive paper titlist Cleverly- paper titlist with few (two?) notable opponents Pacal- hasn't fought in ages Silakh- bright prospect stopped earlier this year
