He had an operation on hand back in 2015 and didn't have the problems with his hand ever since. Beterbiev started to train one week after surgery on his hand.

So according to his recent interview he can have fight everywhere he wants to and can negotiate with anywhere he wants to but GYM can interact with him if fight goes to purse bids and if GYM wins the purse bid. Beterbiev has negotiated a fight which will be held in Grozny. He will likely fight on Ramzan Kadyrov promoted show, he is great friends with him. Date and opponent are not known at this point.
