Plenty could put him down, it's keeping him there that's the problem. Foster, Spinks, Moorer, Qawi, Kovalev, Stevenson, Tarver, Jones etc all hit hard enough to hurt him but like I said, no one ever kept him down.
I could envision a victor galindez counter-punch putting him down, but of course, not keeping him there.

You don't want power. You want smarts and timing. They're not KOing him, so you want somebody who's gonna time him and catch him off balance. Fighters like Curtis Sheppard or Jack Tiger Fox may have the power to drop him, but they won't be landing their best in a way that would drop him. You need a craftsman, as well as somebody with power. Bob Foster would normally be the right guy, but he was absolutely not good enough at heavy to trouble, much less drop, Rocky Marciano. Spinks' Jinx is what would pull it out IMO. Although then again, how many clean shots did it take for Michael to drop Cooney?
Tunney's punching power was quite decent. He wasn't some kind of jab and run fighter like some people think about him.
I think that Langford would drop him, with possibility to stop him. He was crafty enough to land on Rocky cleanly more than once (like Moore) but he also has geniue HW power and chin.
Is it really worth speculating, who might drop fighter A, but presumably not beat them? That strikes me as being an argument, that would consume more effort than its conclusions were worth!
