1 way of looking at this whole situation is that Mayweather wanted to make it look like he really did want to fight Pacquiao & that Pacquiao is a dirty, cheating, liar. This would make Floyd look like he's actually willing to face the top existing competition (for a change...?) while at the same time tarnishing a legacy that people will use in coming up with ATG lists (& compare to Floyd's own legacy & opposition).

ANOTHER way of looking at this is that Pacquiao has cheated his way to the top while managing to pass every urine test, but that instead of calling him out before the Pacquiao-Hatton fight, FJM Sr. decided to become the advocate of drug testing reform/change only when his son was in jeopardy of fighting said cheater.

Hmmm, tough one to discern believability & plausibility here...
