Well off the top of my head mayweather won his first title at 19 after 18 pro fights stopping world class Hernandez (who would be classed as probably lomas best win if they fought in same time period)

Loma fought nearly 400 am fights then came to pros fully grown.

He does lack power but he is fighting at 135lb which he probably wouldn't be if the division was full of killers. Size plays a part too. But yes, he isn't a puncher
