You are mostly correct. The MAX limit is 140, so technically anybody could challenge for a JMW title if they come in under the MAX of 140. In general most fighters fight at a division because that's the weight range they can make at weigh in, 135+ to 140 in this example. Zimornsky clearly doesn't understand boxing.
