Walters and Rigo are remnants of lower weight classes, not established 130s. To be considered a great at the weight class you need to beat the best fighters of that weightclass who have been and fought there for a while. On h2h basis though? He's definitely in with a shout.

Lomachenkp moved up to 130, fought a former 126 pounder, a 126 pounder, a 122 pounder, then fought two titlists who weren't the best 130 pounders. Lomachenko had guys to fight, but instead moved up. Had Lomachenko stayed and cleared out the division, a Davis fight would be an opportunity. Lomachenko should still be at 130. Don't forget he left 126 with plenty of viable opposition to face as well.
To be honest, he didn't do enough. But it wasn't his fault. Everybody were ducking him. He and his team did search for top level fights and got nothing there. The only 'real' 130 legit boxer he faced in his title defense is Jason Sosa. But even so, by the demanding boxing community standard, it's still not enough. Loma tried to get a rematch with Salido too and had spent more than a year doing it, but eventually tired and quit doing it.

Mayweather and David only mentioned Lomachenko once he's moved up, let that sink in. He also beat Sosa who was coming off the excellent stoppage of Fortuna.....Loma couldn't get the guys to fight him in the ring so he dated to be great and moved up, what s tank doing again?
Again, now isn't last year, or the year before. Davis would be available now. He didn't fight Berchelt either, or a couple other guys. It seems the typical Top Rank, path of least resistance.
Davis isn't available now you Muppet as they're in different divisions and if Davis truly wants the fight he needs to step up.
'People were ducking him' can also translate to 'Bob wouldn't front the cash'. Even Rigo only got 400k to fight Loma going up two weight classes. Tank and others weren't gonna just hop in with Loma for peanuts.

While Floyd didn't want Davis to fight Lomachenko so soon, had Loma stuck around, and say fought, Roman, Berchelt, Corrales, etc. I'm sure Floyd is more open to a Lomachenko fight now, than he was a couple years ago. Really is no excuse for Loma to have not fought any of the three best guys at the weight class. Berchelt is a tougher fight for Loma than Linares in my opinion.
