Popping for clen while in Mexico isn't a criminal act. In fact it's not even considered a violation according to the WADA and major other organizations. For example :

In 2016, Houston Texans tackle Duane Brown tested positive for clenbutrol after vacationing in Mexico. The NFL Players Association proved to the NFL that the burgers and steaks Brown ate in Mexico caused the positive test.

After a months-long process, Brown was finally cleared in April, and his case offers a warning for other players.

This was 2 years before Canelo tested positive for clenbuterol. After confirming his whereabouts in Mexico and the meat he consumed, the NFL cleared Duane of the violation.

The CSAC didn't find anything ROFLMAO!! The independent lab report stated that the pads they tested were deemed harmless to his opponent & of no benefit to Antonio. Ask the CSAC where Naz's claimed "Plaster Blocks" disappeared to Or where the " White plaster like substance" CSAC Insp Louis claimed he saw ??

Since clenbuterol has been brought up yet again, it's important that we understand why the NSAC suspended Canelo for 6 months. See this article :

Key points :

-As previously discussed, in 2016 the NSAC overhauled their anti-doping landscape in an effort to bring predictability and consistency when punishing drug cheats.

-The NSAC came under wide criticism for handing out inconsistent penalties for doping violations in the past. The 2016 amendments attempted to address this giving scheduled penalties for infractions. Specifically they call for a default suspension of 9-24 months for a first anti doping violation with a fine from 15-30 % of a fighters purse.

Before the NSAC 2016 amendments which put NSAC under more pressure to issue a suspension even in cases involving meat contamination, there are numerous examples in recent years of athletes tracing clenbuteroal to tainted meat and receiving no suspension for the ingestion of the drug.

-Ning Guangyou tested positive for trace amounts of clenbuterol as the result of an out-of-competition urine sample taken by USADA who handed him no suspension.

-On September 2, 2016 USADA reported that fighter Li Jingliang “ingested (clenbuterol) …without fault or negligence” and imposed no sanctions for this anti doping policy violation. It is noteworthy that the NSAC, other than issuing a temporary suspension, took no action against Jingliang and accepted the legitimacy of the tainted meat defense. It is also noteworthy that Jingliang’s infraction took place before the NSAC’s 2016 regulatory overhaul.

-UFC Fighter Augusto Montano received a finding of no-fault and received no sanction after he tested positive for trace amounts of clenbuterol as the result of an out-of-competition urine sample he provided on May 19, 2016.

So the NSAC did not suspend several athletes who tested positive for clenbuterol before the 2016 overhaul.

The NSAC held Canelo to a completely different standard in 2018 than these athletes who tested for clenbuterol in 2016, who were not suspended. This was due to the 2016 amendments to give harsher penalties even when meat contamination was involved, which is inconsistent with the the WADA, other state commisions, and even the NSAC's own actions previously to the 2016 amendments.
