The NSAC held Canelo to a completely different standard in 2018 than these athletes who tested for clenbuterol in 2016, who were not suspended. This was due to the 2016 amendments to give harsher penalties even when meat contamination was involved, which is inconsistent with the the WADA, other state commisions, and even the NSAC's own actions previously to the 2016 amendments.
