"Pacquiao is not taxed on his income. He is guaranteed $18 million and could earn nearly $30 million, Arum said, depending upon the success of the pay-per-view. In the U.S., Arum said he'd pay between 36 and 40 percent tax, but he'll leave Macau without owing any taxes."

Is Arum lying or he's telling the truth?

"Macau has the lowest combined income tax and social security rate of the world for top-earners, according to a report from global accounting firm KPMG.

If a worker earns MOP800,000 (US$100,000) a year or above in Macau, they will pay an effective income tax rate of 4.6 percent, the lowest of the 114 jurisdictions covered in the firm’s “Individual Income Tax and Social Security Rate Survey 2012”, our sister publication Business Daily reports."

You're right, he is paying a whooping 4.6% instead of 50%.
