You're damn right about that. The bay area has Robert Guerrero, Nonito Donaire and Andre Ward. If you ask people around the bay area who those guys are you'll get some confused looks. Only a few states in America, Texas or Minnesota for example, support their local fighters. California could give a damn about theirs.
