It sounds like Paquiao-ese maneuver in 2004, if this fight (Soto-Bernabe) happens.
He's a strong boy. Anything can happen. Soto is in his prime like Barrera 5 years ago.

Abe might move up to 130? That's incredible.

Pre, I don't think abe will be fighting soto anytime soon. Soto must be fighting the likes of valero, antillon, linares or JMM. A rematch against guzman maybe.

Soto would be too much for Concepcion.
    Somebody easier would be better

I wouldn't say he's average. He doesn't have spectacular talent, but he's a master conventional boxer. The one fight he tried to mix it up and by more exciting (since people had been getting on his ass about putting on boring fights), he ended up with a draw while fighting completely the wrong fight. I'd pick him to beat Santiago in a rematch 10 times out of 10, with all of them coming by 'boring' decision.

Still, someone who's a real bully and can cut off the ring should be able to beat him, and a good boxer-puncher is probably even up, depending on what gameplan Luevano were to follow. He's not unbeatable, but the only guys I would favor against him at 126 at the moment are John (who's better at Luevano's game than Luevano is), Juarez (if he fights like he did against John, which isn't a given) and Gamboa (who would flat knock his ass out).
