It's not that he's "The boogeyman, that's why nobody wants to fight him!" He literally has no reward if you fight him. He's also not that great, he was built up to be the boogeyman to be hand fed to Wilder and Wilder ALMOST lost to him and got saved in the 8th round in their first fight

But Pov has actually beat good opponents throughout his career, Ortiz hasn't. That's the difference between them.
Povetkin has actually proved himself, though. Pov has beaten like 6 or 7 guys who are/were at least as good as Jennings, better in most cases. Jennings would have had a draw with Mike Perez if it wasn't for a questionable decision by the ref to take a point from Perez. Pov sparked Perez in first round. Now I know that triangle theories don't really work, but goes to show that Jennings isn't very good. Perez was getting into the ring drunk at that time period and Jennings drew with him.
Ortiz notable wins : Jennings and Hammer. Povetkin notable wins: Whyte, Chagaev, perez, Takam, Huck, Byrd, Hughie, Charr, Duhaupas, Chambers, Wach, Hammer and Price. A huge gulf in terms of quality of resumes.
I think Povetkin would have beaten Wilder if they'd met as scheduled. Ortiz could well have as well had he met Wilder a couple of years earlier. He sure had him in some dire straits as it was.
Not really, more due to Rings poor judgement. Ortiz is 5th but Hunter, Parker Ruiz, Pulev, Usyk, Joyce and Chisora should all certainly be above him on resumes and recent activity included. Probably even Yoka too.
