I'll go against the grain and say Briedis. Dokes is one of those guys who has been romanticized based on his losing effort against Holy, and for the promise of what he might have been. In reality, he is a guy with drew with Ossie Occasion, Mike Weaver, and got rolled by Coetzee. His big wins were Tex Cobb, and the jump of Weaver that some still consider a quick stoppage. Yes, I know that he had "the fastest hands since Ali" and the drugs worked against his talent. Character matters. If there as some stipulation that this is the best version of both fighters, I would pick Dokes, but in any kind of real world, I would say seven times out of ten Briedis gets him.
His big scalps aren't even too impressive. Early stoppage against a still stable Weaver, followed up with a robbery draw in a match where Mike obviously won, and a super poor showing against Tex Cobb in their first match- Dokes and Cobb looked completely on par but you don't see people hyping Randall up to be too great head to head. Best true win is likely against a '92 version of Jesse Ferguson, and I think that tells you all you need to hear.
