I was always under the impression that when you weighed more than the limit of a certain weightclass that made you part of the above class, for instance.

anything above 147 makes you a junior middleweight.

Anything above 140 makes you a junior welterweight.

How does pac qualify to be a junior middleweight and fight for a junior middleweight title, if he isn't a junior middleweight or even close to being in the junior middleweight bracket?

Your impression was wrong, you only need to be under the maximum weight, there is no minimum weight. Or in other words Manny could go box against the Klitsckos if he so wishes :hey
