Yuri Foreman was supposed to get the fight before Margarito, and it was turned down by Manny and his trainer because of style. That was actually the only reason Cotto choose to fight Foreman, and was quoted saying as much he fought him because Manny refused.

Even the NSAC admitted that USADA should not have issued Mayweather with an IV infusion the night before the fight.

The best evidence suggests that Mayweather was not dehydrated either. Meaning he didn't really need the infusion.
