    Now where's the reason why Pacquiao decided to blood test in 2015 when he clearly refused it by claiming he would be weakened significantly?!

    “He cannot have it done at his house and [USADA] can’t authorize it.... I have specifically articulated and memorialized to USADA that [NSAC] is the sole authority that can authorize a therapeutic-use exemption for a fighter in the state of Nevada,” Bennett said. “USADA never told us prior to the IV that they had their own TUE, and they never kept us informed about it being administered.

    “If they think they can do what they want, where and whenever they want in the state of Nevada, they are grossly mistaken.”

    "Mr. Mayweather has done nothing wrong," Nevada State Athletic Commission chairman Bob Bennett told Showtime before the fight. "The Nevada State Athletic Commission has no interest in any type of investigation regarding his IV. He did not violate the WADA rules for any type of drugs and we have no issue."

    Nothing wrong whatsoever, done properly on all counts!!

    "They had no business authorizing that TUE, and we said it’s unacceptable, that he had to fill out our application and go through our doctor,” Bennett said. “[Mir] was told he had to stop taking the stimulant immediately.”

September 10th is when Bob made the original statement saying Floyd and USADA's actions were "unacceptable & wont be allowed in the future" for how they handle the Retroactive TUE and sliding in an illegal IV administration ahead of a sanctioned fight. Bob retroactively made the statement after his a$$ was on the line. Lol

    Bob Bennett has already confirmed that everything was done with proper procedure, and that's just a fact!

    A medic from a nearby hospital came in and supervised all of the procedings!

    It was also applied for within the proper time period due to dehydration!!!

    Of course, there is mountains of evidence to suggest that M.Pacquiao was using A-side Meth his entire professional career!!

    Roach/Ariza admitting that he was on the juice etc etc etc!

    The TUE for Mayweather's IV -- and the IV was administered at Floyd's house, not in a medical facility, and wasn't brought to our attention at the time -- was totally unacceptable," Bennett is quoted as saying in the report. "I've made it clear to [USADA CEO] Travis Tygart that this should not happen again. We have the sole authority to grant any and all TUEs in the state of Nevada. USADA is a drug-testing agency. USADA should not be granting waivers and exemptions. Not in this state. We are less than pleased that USADA acted the way it did."

    Actually, it was completely acceptable as it was 100% legal and supervised by professionals. Not only that, but after Bob analyzed the entire situation, he realized that it was properly applied for, properly administered and of course, properly supervised!
