Can't put a number on his ATG rankings but he's a great fighter regardless. His victories at 147 lose value because of when he fought these guys.
NOPE. A guy who loses to Torrecampo and Singsurat and then chemically gets better is not ATG. Guys like Lance Armstrong, Barry Bonds, Manny Pacquiao should be erased from the record books.

Top 10. I consider him to be a product of careful opponent selection, quality peds and phenomenal work ethic. However, his resume prior to 140 lbs was untouchable, he beat all kinds of opponents and in his prime he was a beast. I don't hold the peds against him as I know that all top athletes are on the juice, ane know athletes that take performance enhancers that never tested positive. His reign past junior welter was tainted by catchweights and by beating of aging atgs like Mosley and Delahoya, but he still has enough to break top 10 in my book. There is absolutely no fighter at 135 lbs (his ideal weight) that would be a definite favorite against a prime Pac.
He's this generation's Jimmy McLarnin, who typically winds up being rated in the Top 30-40 fighters of all time. I think Pac isn't that far behind him, so Top 40-50 sounds about right.
Pac is Top 20 all time. Back in 2010, he's already in consideration for it. His legacy had a minor setback with JMM, but he did beat a P4P fighter in Bradley. Fighter of the decade.
Being the hyper-nostalic sport that it is, it's difficult for present day boxers to be ranked highly in ATG lists. Give it 20 years, Pac will be a mainstay of the top 20. If he beats Mayweather he's top 10.
