Dude, there is basically no logical argument that Pacquiao isn't the greatest p4p fighter since at least Ray Leonard. And you could make a pretty good one that he is greater than Leonard.
I don’t hate Pacquiao I think he is a great fighter just vulnerable to skilled counterpunchers. That is not underrating or hating just facts.

Mayweather used illegal IV fluids in their matchup and Pac was injured. On the first point alone, the fight should not be factored in as a loss.
Those are ATG fighters. So it's Pac, Floyd, Roy and Pete in whatever order. Being in that conversation and mentioned alongside such a select few isn't underrated, it's high praise/recognition. That's a number smaller than the number of digits on your hand, man.
This forum used to try to eat me alive for saying Pacquiao was a top 20 fighter ever back around 2013-ish. They thought/think that opinion was/is outlandish. So if the claim is that he is the GOAT; overrated. If the claim is that there have been 75 more accomplished boxers; underrated. And there are varying degrees between.
