I agree, it would be Pacquiao by 11th or early 12th TKO in an all-out war, with both guys climbing at the deck at times during the fight. Although Valero's potential is a case of what might have been, I suspect Pacquiao's blend of lateral movement, handspeed, power and overall punch output would've been a little too much for Valero.

There's a massive degree of difference between running Juan Lazcano out of the ring in sparring and stopping Tony DeMarco, and stepping in there with a prime Manny Pacquiao.

 

The names of note on Valero's record are Tony DeMarco at Lightweight, and Vicente Mosquera -- a tricky coynterpuncher who managed to drop Valero with a left hook -- at Super Feather.
