Duran didn't stop anyone as good as Pac, so I think it's unfair to say 100%. Also, Pac's power carried better than Duran's, so above lightweight, Pac would probably have the power edge, despite being smaller.

Walking Pacquiao down is the worst possible gameplan and would get Duran KTFO.

Your juiced up master Floyd walked Clenelo, Cotto, Ortiz, and Mosley down, but ran for dear life and clinching at every opportunity. Iron-chinned Mosley didn't even have the sack to walk the much smaller Pacquiao down. Even one dimensional brawler Rios abandoned his style and tried to box Pacquiao.
