    I'm surprised that so few people don't recognize that Manny Pacquiao's non-use of ring cutting is by design. Pacquiao's in-and-out, ambush style offense is not at all predicated on ring cutting. In fact, cutting off the ring would only have adverse effects on his bread and butter offense. Pacquiao's like a Tasmanian devil and being extremely mobile is a huge part of his offense. Excellent ring cutters are usually planted movers who use measured steps to trap their opponents. A huge part of Pacquiao's effectiveness is keeping opponents off balance and disrupting their timing by rarely ever being stationary. Pacquiao is fleet-footed, and he can cut off the ring, but doing so would hamper his offensive ability. It's just not a facet of his game just as few are able to attack in the same way that Pacquiao does.
