Yes he can and he's rather under rated at it. Manny does a great job of punching "in between" his opponents punches. Great example: one of the Cotto Knockdowns.

 

Sure. Especially against the low skilled Brawlers, drained husks, and mentally unfocused no camp having fighters Pac likes to target. This is exactly why Pac won't fight Mayweather. Anyone looks good if the competition is crappy enough.

He landed a lot of right hand counters against Marquez. Even when Marquez landed big shots Pacquiao managed to touch him.

Most of those gifs were not counter but him beating his opponent to the punch. In boxing I thought the counter was the sucessful move after avoiding a unsucessful move.
