If they give him a free ride for 3.5 to 5 million dollars in taxes, I'm sure he will consider it.

Pacquiao wants VEGAS, He said it is sweeter to beat up your opponent execution style in his own backyard.

Lance, go back in read my posts. I have clearly stated that Pac is comfortable fighting in Vegas. To me it seems pretty obvious that he rejected Calif, not because of taxes, but because he wants to fight in Vegas. Nowhere have I indicated that he has no reason not to fight in Cali. I simply opined that I didn't believe taxes were the reason he shot the idea down, all things considered. Maybe I'm wrong though. Maybe I shouldn't assume that a foreign fighter who last fought in Cali 5 years ago, and who pays an accountant to take care of his taxes, has little knowledge of the tax implications of fighting in Cali. It makes you wonder why his advisor even planned on explaining the tax consequences to Pacquiao to begin with.

Who cares if he trains in Cali? He doesn't live there so he isn't subject to state income taxes. And Pac forced to limit the time he spent in the U.S, not just Cali. The reason for this is because he would've been subject to Federal income taxes. California would've had no right to levy any income taxes on Pacquiao given that he wasn't generating any income in Cali.
