I think initially it was ppv until the fight got rescheduled after that I think the deal fell through due to concerns that the fight wouldnt sell even in america.
I'm pretty sure it's only British fighters on PPv, but there have probably been some exceptions. This one may be too big not to, but I'd LOVE it if it was free like the Mayweather one. Hell, we got PBF v DLH free.

It will be PPV as the Pacquaio De La Hoya was PPV and none of them are British - They normally advertise about a fortnight in advance for non British fighters so expect it to come up at the end of the month - advertising will be big on the Haye Valuev PPV
It won't be ppv because the Haye-Valuev fight is only a week before it. Even Sky will recognize that they won't be able to get away with mugging the fans off two weekends in a row. I'm increasingly worried that they're not going to pick up Cotto-Pac at all. I originally felt that it was a sure thing, but Sky never usually leave it this late to reveal their coverage. They've long since announced the line up for November and it would be unusual for there to be alterations at this late juncture. As they can't milk this fight for ppv (due to Haye-Valuev) it looks like they might not bother at all. I will literally cry if this fight isn't shown.
Pac-DLH was part of a Khan PPV. They just tagged it on to make it a more attractive proposition for fans. If Khan wasn't fighting that night it wouldn't have been a PPV.
