    i'd say no. he gave khan a great fight plus beat broner soundly and his gameplan vs floyd was immense, none stop throwing albeit missing most of them shots.

    Yes. He clearly beat Floyd in the first fight,and TKO'd him in the 2nd fight at the end of round 3 but Floyd was saved by the bell and Kenny Bayless. also,he was robbed of a TKO victory in the Khan fight. the Ortiz fight is my favorite boxing match,ever! he just caught a few unlucky breaks but I'd say he's HOF material.
