It'll be all action, and mostly just depends on how much power Maidana has at Welterweight/how damaged JSK is. Soto-Karass has an advantage in size, length, skill, and workrate in the matchup, and is very tough, but has taken so many punches throughout his career and in particular his last few fights that I wonder if he's worn down too much. I'll take JSK by decision, but it should be all-action regardless.
Is Karass still trained by Goossen? If so, could be a good war for coaches with Garcia in Maidana's corner as all three of Garcia's losses as a fighter came against Goossen-trained boxers.
