Carlos Baldomir. Pressure fighters, plenty of will and stamina, with top notch whiskers. Neither possessing much skill and limited power. Tony with legal wraps may have won a single round against Floyd, probably either the first or last, but it would've been a mismatch. Kermit Cintron may be the worst victim of Tony's charade.

Who says he is better? Baldomir was a legit linear champion. Margarito has never been a linear champ and hasn't beaten a top 30 talent fighter in about 4 years. It would take careful matchmaking to get him a win against anyone highly ranked.
As far as I know Baldomir never got caught loading up his hands in an effort to ensure victory. That makes him a better fighter.
