Your crazy if you believe that Hoya at 154 wasn't a high risk. Mayweather could have made weight for Jr WW at that time. The difference is the money and potential reward was so great that its worth the shot. Mayweather fighting and defeating Hoya basically put him on the map for 15-40mil paydays per fight.

It more like high risk/high reward compared to high risk/low reward.

Mayweather defeats Martinez his potential earnings wouldn't really jump up that much and there will be plenty of people knocking Martinez as overrated and not an ATG. Down the road Martinez unless he does something great like defeat Froch, Ward or Hopkins he will be an after thought in many peoples minds.
