True, but you must look at what stage of his career that happened. You mentioned Lynn Ball, but that fight happened late in Lyle's career, when he was old/close to 40.
He hit Baer with more cleaner punches than Foreman hit Lyle. Even if Foreman has the edge in raw power (it's debatable, but fair assumption), this edge isn't big enough to overcome more crispier shots than Louis threw at Baer. I also think that Baer took Louis punches better than Lyle did against Foreman (though he fared far worse overall).

My impression of Lyle, is that he could give the best fighters in the world hell, but he also had it in him to lose to some fighters who were not the best or brightest.
